A nice and educational exposition in a nicely renovated old school building of the 1920-ies. The exposition seems aimed at larger school classes but can easily be done by just a family. For 10 EUR you have a combined family ticket to the Viimsi Open Air museum and this one. The museum is a bit "old school" in showing objects/pictures etc... but also has some fun things for kids (like costume fitting area),... Worth a 1.5h stop if you are in Viimsi or passing through...

This in many ways would be seen as old fashioned as its not interactive but we enjoyed it very much. There are lots of photos with English explanation plus artefacts to see. I was fascinated by a film of hunting in the frozen seas. They worked so hard!
I also loved reading about Oskar Kuul - he seemed an incredible man making sure there were schools, hospitals sports facilities for the fishing collectives. So if you've done the obvious places and want somewhere that can tell you more if the story of the Estonian people come here!
