It's a neighbourhood. Guess what it's got? Houses, shops, bars etc. Same as most neighbourhoods. Not worth a trip but fine if you are there. Seemed perfectly safe to me, despite other reviews.
This neighbourhood is fantastic! It is quiet but guess what it hosts marvellous restaurants bars pubs tea houses and many other attractions!

We took a cab from our hotel in Recoleta and we walked larhgely around this part of town. We wanted to visit the Eva Peron museum and did that. The area is leafy , neat and features very nice architecture. There are shopping areas and restaurants but lots of nice residential buildings. It is somewhat reminiscent ,to me, of Boston's Back Bay/ Commonwealth area near where I grew up. There architecture is different but the leafy streets and mature but well kept buildiings and public spaces make this a great place to visit.
The neighbourhood of Palermo is now popular and pricey with good cobbled streets and a plethora of bars and restaurants with expensive chic stores.
