I stayed there in Aug 2013. I went to summer sonic festival at Makuhari Messe (in Chiba). You have to take the Chiba monorail from JR Chiba station, than transfer to JR train to get to the JR Kaihimmakuhari Station, which roughly takes about 30 mins. Narita Airport has direct train to JR chiba station which takes about 50 mins.
Toyoko inn is 5 mins walking distance from JR chiba station. Eating or shopping are both convenient. I feel safe in night time. (And not as crowdy as Tokyo.)
However, it takes more than 40 minutes to travel to Tokyo city centre. But room price is cheaper here. (Single room is nder 6000 yen per night on high season. Double room is only a bit higher.) And the room isn't so tiny like those located at city centre. Breakfast is mixed of Japanese and western style, and you can have as much as you want. The people at the front desk don't always speak English though.More
