We stayed in this hotel twice in February(16/2-17/2 and 18/2-19/2). In between we flew to Siam Reap. So we experienced staying at both wings. The location of this hotel is great as we could walk through the back door to the Russian Market and also to alot of other eateries nearby. We could also run out to grab some essentials. There is no problem with tuk tuk as they are stationed outside the hotel. We went to this lovely bakery just beside the hotel (cannot remember what its called) selling lovely breads and coffee for mid morning break.
The rooms in this hotel are fairly clean and decent. Some things don't really work but you can get by. They had a good Happy Hour deal at the roof top (worth a visit) there is a small pool and sitting around the pool and nice cosy bar level above the pool. Nice view of the city while enjoying your good happy hour deal.
The breakfast is pretty impressive as there is a good spread and they keep topping up. The staff of the hotel are polite and helpful. Overall this is a good hotel to stay for USD 46 a night. I would recommend this hotel!

Room Tip: I think the rooms facing the back of the hotel is better - not very noisy

The Frangipani Living Arts hotel in Phomn Penh was certinally well below acceptable. It was dirty, and in great disrepair, stains on robes, on pillows and bathrobes. The place needed lots of repairs. I would not recommend this place to anyone, STAY AWAY. The pool was good and it has a roof top bar which was nice, apart from that nothing else was acceptable. TripAdvisor has this as a 4 star rating, I would give it 2 stars at the very most. Very disappointing.

Great location just a short walk to the Russian market. In a quiet street and surrounded by some fantastic restaurants and cafes.
Very nice pool. Rooms are typical 3 star. Clean and bright but also nice and quiet.
Laundry just up the street.

Room is a good size and cosy but wash basin was placed just beside 1 bed which may caused water to be splashed onto bed. Breakfast was good though not much variety. Like their omelette and noodles station.

We had stayed at Frangipani Living Arts (FLA) 2 times before and these were good experiences, however this time around, the hotel had deteriorated due to overcrowding and poor attention to detail.

1. When we arrived at about 10am, had requested for early check in, not possible, we left our luggage and returned at about 1pm, not possible. Waited till 2pm to check us in! I suspect the rooms were actually ready but the lack of service meant that we had to wait in the lobby !

2. The shower curtain had black stains on the bottom - got it changed.

3. The toilet bowl seat was always crooked.

4. The TV remote did not work on the last 2 days

5. This time around, the hotel had hordes of China (PRC), loud, pushy and impolite. This led to a shortfall in hotel services (food, elevator, services). Large hotel buses were parked in front of the hote in the morning and evening.

6. The greatest concern was that the balcony door to our room 1005 was left unlocked after clearning. This happened on 2 days. I thought that this was a ploy to allow outsiders to enter the room (even though we were 10 floors up).

Overall an unpleasant stay except for the convenience of the location.

Room Tip: Go for breakfast after 7:30am (local time), the tourist hordes would have left by then.
