Stayed here for 3 nights. The hotel was a little hard to find as to grt ther you need to go down a small alley an the signage is not great. The central cortyard is very quaint though the food was quite limited and a little overpriced in comparison with othe local restaurants. I wasn't overkeen on the breakfast system either having to fill out a form every morning.
The room was very spacious bu quite bleak. I'm sure the decoration works for arty types but unfortunately not for me. It was clean however which is the important thing.
I also found that the staff here were not as customer service focused as in the rest of my travels through Indochina. Not that the service was bad it was just nowhere near as good.
The hotel is situated close to the palace and museums. Though it takes a while to get your bearings it's not as easy to get around as Hannoi or Ho Chi Min.
If you have a mid range budget you couldn't do much better.

Room Tip: Don't bother with a balcony its not worth the extra money.

Great hotel with spacious rooms.
Staff were amazing and the breakfasts were tasty.
Will say again the next time I'm in phnom Penh.

Just read the second last review from a Sydney guy complaining about having a wooden bowl for a sink. What a laugh! It's an art deco hotel and so everything in it is modern/trendy/art deco. What a fool! Haha

Room Tip: Go for cheap beers in the bars along the river. Weekend nights at the river are lively.

Rooms was pretty basic, and bathroom was rubbish with a wooden bowl for a wash basin.
Our room was next to the concrete stairs and we heard every person that dragged their luggage up and down the steps as there are no lifts.
We had no view from our room except into the courtyard which was no great view anyway.
The hotel needed the security at the alley entrance as there were touts hassling us as soon as we left the hotel.
Not really our style of hotel, and with no pool wasnt very comfortable, so wont recommend this hotel.
We stayed in the sister hotel in Siem Reap and it was great......go figure?

Room Tip: Somewhere away from the stairs

Thank you very much for choosing Frangipani Fine Arts Hotel during your stay in Phnom Penh. We accepted what you mentioned that we do not have a lift since our design is in a way that the building is not tall to save energy from not using lift and easy to move around. Frangipani Fine Arts Hotel has many rooms that have nice view and that nice room view should have been assigned for your stay and the hotel is located in a very quiet areas as mentioned in previous guests' reviews. Since it was full during your stay, there was no more nice view room for you, but next time we do promise to assign a comfortable and nice view room for you. At the entrance, we have our security guard standing for 24 hrs even if the road is safe. we would like to inform you that in the developing world, you will experience the same thing that many taxi or tuk tuk drivers hanging around to look for customers to make a living and this is not under hotel’s control. Once again, we would like to appreciate your comments and also thank you for your stay and we will arrange you a nice room for next stay.

We could get to Frangipani Fine Art just a few minutes from the Phnom Penh Airport. The room had a marvelous balcony which afforded excellent views of the countryside towards local town. Lovely garden and lobby with helpful staffs. Food at their restaurant was delicious. I really want to stay there for my next visit to Cambodia.

I was suprise at first sight, because the place looks a bit old from outside but really fantastic design and set up. The room is huge, clean with hand made furniture. Service is unforgetable. Honest and relible tour info given is very useful. We definately will back!
