Excellent food, service and ambience, a well stocked bar and great wine list, the whole package...
A lot of sayings are rooted in the past and have stood the test of time because they are true...’You only get what you pay for’ is apt for Topaz...
Above mid range in price, not the most expensive place in the city but it’s certainly up there....
So may I recommend the very well priced business lunches...three courses and a drink for a very reasonable price hovering around $20....
So if you want to explore this superb venue but not break the bank....do that, you won’t be disappointed...

This is a French restaurant par excelence. Nice setting, excellent service. We had the "Sliced grilled beef striploin with black Kampot Pepper sauce and sautéed potatoes topped with butter", which at 25 USD was at the very low end of prices. The baked Alaska, 9 USD, was superb -- best I have ever tasted. My wife's "Traditional Grand Marnier soufflé," at 8 USD, was equally wonderful. All in all, dinner for two, drinks but no wine, ran us around 120 USD. Credit cards accepted.

However, there were other menu items that easily could break the bank -- prime rib for two, around 150 USD. A bottle of Chateau Lafite Rothschild, around 1300 USD.

Add 17% to the above prices (10% government tax and 7% service charge)

We managed to get in without a reservation, but the place was fairly full.

We gave staffs * and foods ****
Disappointed with staffs’ attitudes! We arrived earlier than our companions. We informed the staffs of whom we are there to meet for lunch and asked them to inform us when our companions arrived. We told them we will sit and wait at their bar area where there are sofas, chairs and cocktail tables while waiting for our companions to arrive.
While waiting (may be 15 minuets) no staff came by to ask if we want to order any drinks nor offer us anything. There was a used glass on the cocktail table which they didn’t bother to remove either.
They never informed us the arrival of our companions. We knew of their arrival after receiving their text message.
Once the staffs realized whom we are supposed to meet and have lunch with, their attitudes changed to a very warm welcome. While enjoying our lunch the owner stopped by to greet our companions and us.
Noted: Topaz is a pricey restaurant.

This is one of the best restaurant on Phnom Penh, price is quite high but the quality of food is great!

Most of the food was ok when finally served in random times.
But , my gosh, what a disorganized group of servers ! Terrible experience. Too many delays and over sites to count. Started to be comical when the food was mishandled. Maybe ok for couples dining, but I would never be part of a group dining here again.
For the record, there were 18 in our group.
