My last Kimpton stay (at the Brice in Charleston) was abysmal, but Rouge has brought me back into the Kimpton fold. QUIET (room-to-room noise was almost zero in this solid old building), CLEAN, and COMFORTABLE (great bed and bed linens), Rouge excelled at my most important criteria for a hotel.
The location of Rough is ideal - close the heart of Gay DC on 17th Street and a walk to the Dupont Circle area and the Metro. Rouge is a tad worn, but nothing that will detract from your stay - especially as the friendly, helpful service goes a long way in making up for a frayed carpet or two.
I can't speak for all the rooms, but I had a large corner room that was a welcome refuge during my DC stay. My only suggestion would be to have multiple plugs or USB ports on the bedside table. There were lots of plugs on the desk, but I think some people like their electronic device bedside when charging.
Some reviewers thought the red theme was overdone but I appreciated the fun play on the French revolution and thought that the deep reds and black colors that dominate worked well and were pleasant and calming.
Of course, my dog was welcomed as usual and loved her Kimpton giftie. Penny sends a big woof to the nice staff at Rouge.More
