During our first full day of a five day holiday in Quebec City we walked around the Chateau Frontenac, then ambled down the Terrasse Dufferein, and then up the Promenade des Gouverneurs. Yes, it does have more than 300 steps and on a warm day you will probably break a sweat. The views are great and there are benches where you can rest if needed. A couple of days later we walked all the way around the old city walls and that meant on top of the walls for much of the way around the city (about three miles). Eventually we came to the Promenade from the other direction and only needed to walk down this time. Much easier to do it that way. If you are daunted by all the steps just do it in reverse and walk down. And make sure to notice the pathway for the toboggans to zoom down their pathway.
