We are in Ruzomberok and had wanted to rent a car to travel to Podbiel. We cannot find an a available car rental. Are we able to hire a driver?

Maybe you'd have better luck in Zilina or Banka Bystrica?
However google shows 2 places to rent a car under keyword "ruzomberok auto rental"

Ruzomberok-Podbiel is bus way, check www.cp.sk. If bus or train via Kralovany is not an option, take taxi

There are direct buses that take about an hour, pay on board - about €2.50 each way. A taxi will cost many times more than that. See the link in no. 2 for times - the English option is bottom right.
