Visit in winter without a car

We are planning on taking the trane to Buffalo for a weekend in Feb. We do not have our passports so can not travel to Canada. We just want to get away for a quick weekend and would like to sight see and relax. We don't drink; so bars/nightlife do not matter. We would obviously like to focus on Niagara Falls, but have read a lot is closed this time of year.

Budget is always a consideration - hope to not spend more than $125/night for a place to stay. I prefer b&b, but hotels are an option.

**We won't have a car so would like to be able to walk or take a bus to attractions.

1. Should we stay in Buffalo or Niagara?

2. What activities/atrractions can we plan?

Buffalo is a larger city than small town Niagara Falls with more restaurants, etc. You might consider staying in Buffalo and taking the bus from downtown Bflo to Niagara Falls for a day or partial day. In the winter there's not as much to do in Niagara Falls as in the summer. Since you like B&Bs, I would recommend the Elmwood Village Inn on Elmwood Ave. This B&B is located in a nice neighborhood with lots to do & places to eat within walking distance, including the Albright-Knox Art Gallery. There is a bus, #20, that you can take to downtown to the bus station and then catch the #40 to the #50. It's a bit of a hassle but for $4 (current fare, rates might be rising soon), you can buy a day pass that allows you to ride the NFTA all day: http://metro.nfta.com/Routes/Routes.aspx I always recommend a trip to Buffalo City Hall, open weekdays/business hours. There's a free tour at noon every business day (City Hall is closed on holidays). tripadvisor.com/Attraction_Review-g60974-d27… There's also a walking tour of downtown Bflo every Friday at 10:00am - preservationbuffaloniagara.org/buffalo-tours/
