There are no age limits, I have seen people at the water park with infants as well as much older kids. To give you an idea, the water park has a very large "water" playground area for young children, with 2 small slides, a rope ladder, and various fun buckets, pulleys, and steering wheels to play with. The area right around this playground is very shallow. There is a small pool connected to the children's area that is 3.5' deep, which is the deepest area of water in the park. Kids above 42" tall can ride the lazy river, the flow-rider, and one of the two larger waterslides. Kids above 48" can ride everything. My son is 5 and always has a blast. He loves playing in the kid's playground area and riding on the "blue slide". We actually purchased a season pass and it was well worth it. We have been almost every weekend throughout the summer. There are no outside food or drinks allowed in the park, so be prepared to pay a little bit for food or drinks on top of the entry fee.
