Easy enough to visit both but lots more activities in Mackinaw City. St. Ignace is a lot more laid back.

Your suspicions are right. St. Ignace is pretty barren, there was not much to do there beyond a couple of hours and that was stretching it. Mackinaw City has Fort Michilimackinac, a couple of historic lighthouses, the bridge museum, and a much better downtown. It's no contest.
