How can one do this? Plenty of people are selling Bolivares at the black market rate on Facebook, but I am not in Venezuela.

Will PayPal accept Venezuelan currency?

It has just been announced that local exchange houses such as Zoom can receive transfers for Venezuelans using Western Union and paying at a rate of Bs.1.3 million.

How the actual process works I have no idea so you might want to check out their website.
