Oh no. E cigs and the bits and bobs that go with them are not licensed for sale in Turkey. Therefore any you may find will at best be illegally imported (and expensive) and at worst very dodgy and potentially dangerous fakes.

Would a nargile (water pipe) help?

Otherwise maybe appeal to anyone travelling to Side in the next few days to bring you one.
