Can you move between terminals when you have an 8hr wait in changi airport? Is 8hrs going to do our heads in?
Yes you can. There are free Skytrain services within the transit areas of T1, T2 & T3. T4 is new so please check for arrangements. There are plenty of things to do within the transit areas. It was once rated as the best airport to transit in.

Which terminals are you landing at and departing from?
You cannot go to T4 from the other terminals unless you have a valid boarding pass for T4.

Then you can see any or all of T1, 2 and 3 during your layover. Security is at the gate in those terminals so moving round the airside areas is trivial for transiting passengers. Each terminal is a core where the shops and other divertions are with gate stretching out in wings either side. The three terminals form a continuous Ushaped building but the cores are connected by a robotic people mover system, the Skytrain. Look for signs to that to move about.
Because of the security layout and Australia's rules when you go to the gate you will lose any liquids over 100ml bought before arrival in Changi plus any bought at Changi where the shop does not have access to the secure delivery system. STEB tamperproof bags are not enough. If you buy duty free liquids at Changi when bound to Australia you have to do it in your terminal of departure, 90mins before departure at least and then pick the bottles up the other side of security for your flight where they get delivered after being separated screened.
Australian passport holders don't require a visa so if your timing fits the cut-off time, you can join the free tour.
Yes with 8 hours I would head into town, either on the free tours or on your own for more flexibility.
