why dont you try bancasafaris? They provide everything from accommodation diving and island hopping to secluded islands in Mindoro,maybe they can give you beautiful spot for diving.
We just returned from Cambells resort and used Scandi divers... They are both on Big La Laguna beach right next to Sabang beach. Campbell's had a room with a great view, very affordable and good food. We walked to Sabang beach in the evening because its the lively area but pretty dirty. It's about two blocks through a little pathway along the beach. We followed a little old lady caring a basket on her head. The biggest hassle is getting from Manila to Bantangas Pier ( excuse the spelling) for the ferry ride to Sabang.... take the ferry to Sabang not Puerta Galera. We hired a car and our driver picked us up and drove us the 1 hr 45 min to catch the ferry. Worth every penny. The guys name was Gerry and his email is email@example.com cell is (+63)9285513393. He was arranged for us by our hotel and it was around $90 US one way. He also came back to take us from the pier back to the airport. You can also get a bus but getting to the station was a pain. Red Sun looked nice from the front but we didn't see inside its on small La Laguna beach I think. have a great time. By far the best dive trip and corals we've seen in Asia.
All the above are right. Sabang beach in Puerto Gallera is lined up with about 20 to 30 dive shops - most of them are run by expats, use good equipment (Scuba pro, aqualung and the likes) and are good. PG is popular with Manila dwellers, hence the dive outfits have a good stream of people on weekends and are up to the mark.
Their prices are usually 1500 pesos per dive, though a select few are higher priced (no appreciable difference in quality of dive masters from what I saw)
My suggestion? Just walk along the beach, check out each outfit, talk to the staff / dive master, and choose the one you feel most comfortable with. The reason is simple - some divers like a 1:1 or 1:2 master - diver ration, while some prefer to go with buddies only. Some want a master who takes care of them, while others would prefer to be more "on their own"
A reminder - many of the dive masters take things for granted - so you will find that buddy checks, etc are not always done as thoroughly as, say, in the GBR. Do this for yourself in your own interest.
