For local foods try "Shemoikhede Genacvale". You cannot go wrong with it. They offer a large variety of delicious Georgian food. At some locations they have live traditional music.

p.s. Not dining related suggestion, For a breathtaking view of Tbiilisi check out the Narikhala fortress.
