I stayed there about a year ago and it is nice and cheap and quiet. 2 room apartment with good friendly staff. Close to all the action about 10 minutes from beach road. Hope this helps,

Andy

Google for "View Talay" - there are about 7 View Talay condo buildings in Pattaya and in Jomtien next door; lots of holiday rentals available.

How much do you want to spend on this place? What does "budget price" mean to you? I would not sign on to any place sight-unseen. It could be in an area that is difficult for cheap transportation or next to a noisy karaoke place.

Here is a map of Pattaya City.

He could even get a hotel for 20,000 baht a month. In a hotel he does not pay for the electricity for his A/C, has free cable TV, does not pay for his water and if he chooses the hotel right he will have free wifi too. He also has use of a safe or safety box and free maid service and linen changes. He can buy a hot plate.

Since your son has been to Pattaya before where does he want this hotel?
