In any street, even numbered sois are on one side, while odd numbered sois are on the other side. Some sois are far apart and some close together. The 'best' location is a matter of personal preference, but the most central areas are Siam, & Ploenchit - from which Sukhumvit runs. Any central hotel close to a BTS station is fine and that covers Sukhumvit (lower numbers sois are best), Silom, Wireless Road, parts of Sathorn, Ploenchit, Chidlom, Lang Suan - Siam has an interchange station for the two BTS lines and is where most of the large malls are.
I would suggest of the 2 Sukhumvit Soi 11, both are between 2 sky train stations both within easy walking distance. Obviously the distance varies depending on how far down the Soi your chosen Hotel is.
If you stay near Soi 19 you will also have the choice of travelling on the Subway/Underground. However, Soi 11 as mentioned above is also close to it.
We stayed in the above mentioned area at the Sheraton Grande and found the area to be full of restaurants, shopping mall, 2 great massage places we found, street shopping, street food etc. Also a great area for using the subway and sky train as they intersect at the ASOK station just outside the hotel.
