What action are you speaking of? for couples, for stag.
Downtown is not a big area, you can stay wherever unless you need to stumble home.

I strongly recommend that you reconsider your location - it is a city of culture, cafes and small bars and is very proud of the fact that it isn't Prague. Whilst it has some fantastic pubs, they are mostly small, very much local-oriented and not necessarily in the centre. Finding somewhere for ten without making a reservation in advance might be tricky, unless you go right out of town, so you'll have to split up, and play it by ear when it comes to getting raucous as you might find that beer is no longer available.
You could check out Charlie's Hat in the centre, which usually gets lively after midnight, especially on Friday nights, or Livingstones.
If you haven't booked anything yet, I strongly suggest you try Ostrava instead which has it's own 'party district' - Stodolní.
Of the hotels you mention, both Old Town Hotel and Efi are in the least salubrious part of town and quite far from any 'action'. but it depends how you define 'action' - it's pretty safe, but most locals would think you are crazy for staying there :) Saying that, though, there are a couple of very good spit and sawdust places near there, on Traubova street, neither of which has a name, and both are literally holes in the walls - ten of you won't get into this one https://goo.gl/maps/2air2V2GWP52 but you might get into this one https://goo.gl/maps/JDUWAXYUpUF2
The Grand Hotel isn't as grand as it sounds, and overlooks the railway line, but it is on the edge of the old centre.
Thank you. In fairness we are not the loud and roudy type. We are 10 irish in our 50's. Yes we have good sessions and rather mingle with locals rather than annoy them.
What is hotel Europa like
Hotel Europa is fine, just outside the centre (about 10-15 minutes walk), in a leafy well-to-do part of town. Not many pubs that would suit your purposes in the near vicinity, though, except maybe the Kings Head 'English' pub, also U Prokopů which has a good selection of Černá Hora, and there are some smaller local ones as well, which you might not get 10 into.
Is efi within 10minwalk to centre. It looks pretty ok.we want someplace close city centre so we can walk back to at any stage day or night.
Go for the Grand. Also check out the Cyro.
Cyro is good, more like an apartment hotel but very nice and the breakfast was not too bad. easy to walk to the main parts of the city
