I don't know all the rules, but can any other food than meat be halal?
I've seen halal chicken and lamb in regular supermarkets (frozen, not fresh). Oulu also has couple ethnic groceries just downtown and one in Tuira a short walk from downtown.
Restaurants - that I don't know. I guess you just have to ask the owner. But plenty of ethnic Restaurants in Oulu too. Or have fish in a "regular" restaurant, if that is not a problem.
