Two critical points which you have omitted, without which I can not accurately to this question:

1. The day of the week of your arrival

2. How many are traveling?

From this information, you may be able to determine a solution:

1. TGV

(non refundable fares vary depending upon departure time from 15€ to 30€)

Given your flight arrival time at CDG (9:30 PM) there are few transfer options available to you. The simplest, most straightforward and most expensive will be to simply exit your CDG arrival terminal and take a regular TAXI PARISIAN from the regular taxi rank there---approx taxi fare 110€-120€.

The relative reliability for airport shuttle pick-ups at CDG later in the evening is questionable..especially with DLP as your destination. But on private shuttle service that gets generally high marks for reliability, service and price is GREY SHUTTLE-- http://www.greyshuttle.com/ --contact them DIRECTLY for a price quote.

For cheap and reliable, you can't beat the basic RER 'B' & 'A' ligne train connections. Take the RER 'B' ligne train from either of its two(2) stations located within CDG to the CHATELET-LES HALLES station (approx 34-38 mins)...then transfer over (pertty much a quick up 'n over transfer) to the RER 'A-4' ligne train (heading in the direction of Marne La Vallée-Chessy-DLP...any 'A' train with a '..Q xxx..' designation...approx. 41 mins) to the end-of-the-ligne at MARNE LA VALLÉE-CHESSY station. The station is located approx 100 meters from the main DLP entrance From here either taxi or hotel shuttle to your DLP hotel. Total train travel time RER fare--approx. 14€...approx transfer time CDG-to-MARNE LA VALLÉE-CHESSY-DLP...80-90 mins.

The last TGV of the day to MARNE LA VALLÉE-CHESSY station at DLP departs from the AEROPORT CDG2 TGV station at 21:55 (9:55 PM). In practical terms this option is a non-starter for you.

Unless you flight is arriving on a Friday or Sunday evening, the last VEA SHUTTLE from CDG to DLP departs CDG at approx. 8 PM (approx 10 PM Fri & Sun). So in practical terms, you can scratch this option off of your list.

VEA has changed and start now from T2EF. You have to reach T2EF with shuttle, sometimes CDG Shuttle (from T2ABCD and now G) and with VEA shuttle from T1 and T3.

The CDGVAL shuttle train to it's CDG #2 stop takes eight(8) mins from CGD #1 and four(4) mins from CDG-T3. CDGVAL frequency is 1-every-8 mins. So getting to the VEA shuttle stop is pretty simple.

The problem for you with the VEA SHUTTLE is that the last bus of the day departs CDG at 20:25 (8:25 PM--M,T,W,T,Sat) and 22:25 (10:25 PM--F & Sun)

The last TGV to MARNE LA VALLÉE-CHESSY from CDG departs at 21:55 (9:55 PM) ...so with a 21:30 (9:30 PM) flight arrival time, you can't really make the connection without a magic wand.

This leaves you with either an expensive taxi fare or RER'B' ligne train (8,40€) from CDG to CHATELET-LES HALLE RER station (approx 34-38 mins.'..train frequency 1-every 6-to-12-mins), then a quick train change over to the RER 'A-4' ligne train (heading in the direction of Marne La Vallée-Chessy-DLP..any 'A' train with a four-letter '..Q xxx..' designation) to the end-of-the-ligne at MARNE LA VALLÉE-CHESSY RER (approx 45 mins). The whole RER 'B' & 'A' transfer should take approx 90-100 mins.
