There are a lot of places in Dublin, and throughout Ireland (I guess Scotland will be similar) that have free wifi, hotels, cafes and soon even Dublin Buses will be wifi enabled. I think I would prefer to connect to the internet with wifi rather than risk the cost of roaming data charges.

Bus Eireann offer wifi on their intercity routes but it's a bit hit and miss.

Most Hotels offer wifi. and most towns of any size will have an internet café here and Scotland.
