You are thinking of Porta by the Northgate. If you are at the City Road Premier Inn a good way to get there would be to walk along the city walls.
Post 1 gives good ideas. Also try Brook Street for Indian restaurants . Slow Boat near the Canal on Frodsham Street ( walk along canal from City Road) is a Chinese that has been going for more than 20 years so must be doing something right. There is also Shanghai at the city end of Hoole Road.
Italian - Sergios, at the top of St Werburgh street near the cathedral bell tower is a popular, well established Italian choice.

Yes, we are staying on the City Road.
Another vote for the Siam Thai & Teppan-Yaki,we were very impressed
Siam Thai is one of our favourite's as well. Been going there for years and never had a bad meal.
They do an early evening menu which is incredible value.
Within easy walking distance from your hotel is Istanbul BBQ which is always good and a really comprehensive menu. Portions are large and we always over order .
For Italian try Bollicini in Rufus Court off Northgate street. Very good.
You won't have a problem finding somewhere to eat. Chester has a great selection of places now!
