Well if you mean from airport: complicated, as it has no station. So it's first bus, between 0:45 and 1.30 hours, to Fort station. After that it's recommended to board in Maradana station as that gives far more chance for a seat on southbound train than Fort. And not all express trains stop at Koggala after Galle, so you might have to do a longer stretch by tuktuk. But yes any station in Lanka at train times has tuktuks waiting.
