Have not been with RCCL but for Russia you have 3 options for getting off the ship

1) get a personal VISA ..you can travel around independently then

2) go with a ship's tour

3) hire a private licensed guide, you can customize your tour with some of the tour guides so you spend extra time in the Hermitage if you choose

If you get a private guide as noted by lht above, you don't need to get a visa however you cannot do anything independently - the guide must accompany you at all times.

So if you want a DYI at The Hermitage without a licensed guide, you will need to get your own visa. Note that there is an extra charge for the "Gold" room (or is it the Diamond room).

Have a look at this recent thread ... there are two links in two of my posts

One link is to reviews of private tour guides / companies in St Petersburg and the other link is to the Cruise Critic site and the Ports of Call area which has a wealth of information about tours and guides and ports etc

To add to the advice above, you might want to check this site to see if there's a Roll Call for your cruise ... that's where you can meet others who will be on your cruise, and discuss plans with them. Some might be setting up private tours and looking for others to join them: boards.cruisecritic.com/forumdisplay.php…
