I want to take apple and pears my hand carry bag to sri lanka from ukrain through qatar air ways. is that allowed or not?

As a rule of thumb now most Countries ban the import of Fruits, Vegetables, Fish & Meat products without a special permit to stop pests & bacteria entering a country and that includes taking it on a plane for consumption during the flight.

Unless you are going through a preclearance airport towards the USA there is no general restriction on taking fruit and meat onto an aircraft - you do need to eat it or otherwise dispose of it before going through customs. Waste food from aircraft passengers is normally incinerated by the airport.

Btw the same rules apply whether you carry fruit in your checked in baggage or hand luggage.
