There are some stairs to go up the restaurant, but not many. You can look for a photo of the entrance in Wikipedia (look for Macao Military Club). I am sure the employees of the restaurant can help you with the chair, there were some filipinos last time who were very friendly. The culinary and wine experience, as well as the old fashioned ambiance is excelent for mature people, with a sense of history. Ask for Portuguese reds, and do not miss Presunto (Serrano Ham in Spain), delight. There is easy access to the stairs by taxi in the entrance, and the stairs are just there.
