We sat in the bar since you really need to make reservations a bit in advance but the staff was totally accommodating to our group of 8. Excellent tapas. The duck prosciutto and an eggplant one were my favorites.

Food, service, and the view from the balcony is awesome at this place. I had the eggs with spiced sausage and roasted peppers and it was delicious. The coffee was also good and I've noticed in Peru that is not always automatic.

Hola, yes, it is upstairs and you can see the entrance from the street side. There are 2 restaurants at the top of stairs.. keep on going towards your left at top of stairs to find the entrance The food is delicious :).
