Ideal for a light lunch. It is very clean and bright, the staff are very pleasant, and the food is well presented and tasty, and a very fair price. 9.10 Saturday morning ,looking for breakfast, either a tourist type place, expensive down by the harbour , or we could enjoy the panoramic view ,out of the biting cold wind, from Hooper's restaurant. We live in Torquay and have never visited for breakfast before so we gave it a try only to be quite disappointed. Let's take the positives great view nice area to eat. Full Breakfast was not great fried eggs did not really feel fresh and the sausages were tough and not easily edible. Not sure why the veggy is not... More

Once in a while visit to Hoopers restaurant enjoyed the chat, tea & cake with the flower arranging group. Beautiful flowers to take home. Phone Liz in the cafe to book for the next session.

Restaurant is on the top floor and has beautiful views across the harbour. Excellent food choice and quality. However, we visited first thing on Sunday morning, 20th November this year and they were short staffed in the cafe, just one person taking orders and manning the till, and one person in the kitchen which meant there was no-one to take... We pop in to hoopers at least once a week for tea, cake, scone or breakfast as there are not many decent places around and the views are good, but I am fed up with ordering their cheese scones (all ways thinking they look good so may be better this week) but I have to say they are the driest... We always go to Hoopers restaurant when we treat ourselves to a boat trip across the bay. Have never been disappointed. The full English breakfast is tasty with lots of choice and the views are wonderful. Staff are just lovely.
