Excellent option to stay in the downtown Houston area. Much better value for money than the neighbouring Courtyard. The evening social snacks and get together is a good touch.
Only drawback is a lack of a restaurant in the hotel itself.

I got an email two days before I was due at the Residence Inn Downtown Houston. And I informed the hotel of my late evening arrival. The day of my arrival because of weather delays I again inform the hotel of my late arrival.
I would beleive so, as this hotel is brand new in a wonderfully historic building. I dont recall see one though. Lots of closet space. Just the front desk. Not usually a fan of Residence Inn, this one us outstanding.

If you have more than 2 or more passengers a Taxi or Uber are cheapest. If you are traveling alone, a Super Shuttle ride is slightly less expensive but you may have to stop at multiple hotels which will take longer to get to downtown. A Taxi or Uber is your best option to get to the cruise terminal.
