Not sure what to tell you as I don't know what arrangement or set up you had with the hotel when you first booked or what their rules were at the time. Frequently if something big is going on in town hotels raise their rates quite high. If you booked at that higher price it may be difficult to get to the lower rate that was available later.
I would just talk with the hotel manager and ask for an adjustment. If he says the rules state "such and such", then ask him to show that to you. If he can't or won't or just plain changed the rates without any written explanation you still can't do much except write a bad review on Trip Advisor or elsewhere. It's a hard situation sometime....but since you probably had a confirmation at the higher rate you probably won't be able to do much about it shy of the manager being merciful or trying to prevent you from writing a bad review. From that point of view he might give you a better rate.
