The hotel in in Rutherford, which is on the north end of the Northern California wine production valley. You can take an Uber, or rent a car, rent a limo with a driver, etc. I would not recommend driving if you plan to be tasting the fruits of the region, it will be on the wrong side of the road for you, and is very crowded in high season.

I'm pretty sure it's not required. I've been there a few times, but only for lunch and when I went some men wore jackets and some didn't. Some even wore jeans. It's California, so it's much more laid back with dressing than elsewhere. If you're planning to go at night, I'd think nice pants or khakis and a nice shirt would be more than fine. Comfort is key, because you're going to be enjoying a great meal! Hope this helps.
