I can't say I noticed sport fishing in LP, and I really doubt Thongbay caters to it, but there was guided fishing in Muang Ngoi, a day trip by minivan and boat up the Nam Ou river. You would need two nights in Muang Ngoi to fish it. And it's a great trip into the hills of Laos.
