Good cost-benefit ratio and perfect if you’re committed to Expo, which is located 8-10min walking distance.

Room is cozy and clean, WiFi works well enough for e-mails and basic stuff.
Will definitely be back!!

Basically it comes down to bus, taxi, or a private hire car from Santiago to Valparaiso. Last I looked, the bus would run about us$20-25, taxis or a private car you're probably looking at around us$200. You might check with your cruise line to see if they have a deal arranged with something like a group transport (minivan) kind of service, which would likely fall somewhere in the middle of those prices.
