Very clean and comfortable, fantastic service and friendly staff, we felt like VIP's was a highlight of our holiday. The location was a short walk away to the Hoan Kiem lake and the Old Quarter. Great selection at buffet breakfast.

As to early check-in - it will depend on whether they have a room ready and how busy they are. I have stayed a number of times and not infrequently the place is fully booked. If that is the case they will need to wait for a room to be vacated and for the room to be cleaned before you can check in.
That said, they have a pleasant area up on level 4 (in door lounge type area with TV near the pool) where you could wait. There is also a small shopping centre which is part of the same building - it has a few cafes and a grocery store and you could kill some time there.
It is no problem for them to store your bags (for free) when you go to Ha Long Bay.

I see a pool in the Agoda website, pls email the hotel if the pool is still under renovations. I was there in the winter n was raining so I did not use the pool. 😃
