You will have to check with the hotel. It is up to management’s discrétion to allow any guests in. Being under 18 could make it tricky.

As per the previous post, Reception is 24hrs but the room most probably won't be ready for you. You can always check-in and store your luggage, then go somewhere for breakfast and kill some time before the room is ready
