Monte Carlo is only about the size of Central Park in NYC, so no place in the place is very far from anyplace else. From Port Palace you can look over the water to see the docked cruise ship on the far side of Port Hercule so in theory it should be an easy enough walk.
But Monte Carlo is carved from the feet of the Alps so it is a vertical city in some respects. To get to that port, you will need to walk up an incline (not steep but consistent) and the sidewalks are made of cobblestones. Depending on how much luggage you have, how in shape you are, how much time you want to take on the walk and the weather, you might want to consider other options. The bus system is superb (but again, it will depend on how many bags you have); a taxi probably wouldn't be very expensive. One thing I don't know, and you might want to look into, is whether a water taxi is available. I know they go from one side of the port to the other but I don't know if they go to the cruise ship terminal.
But yes, depending on how much effort you want to put into it you would be able to walk from the hotel to the cruise ship.
