The Locarno is under renovation. I would not stay there during the renovation. Most of the hotel is draped, and there is construction vehicles and workers all around the hotel.
Would recommend waiting until renovation is complete.
We stayed in the Venetian suite (beautiful!!!!!) in this hotel in December 2016. This is a historical property just a 1min walk from Piazza del Popolo and 10min from the Spanish Steps.

Beautiful boutique hotel is long on charm and history and the location, just steps from the Piazza Del Popolo and the Villa Borghese Gardens, absolutely can't be beat. The rooftop bar has great drinks and some of the best views in the city.
