However, there are several side streets around the hotel that may suffice. You would need to check this with Thierry, one of the owners of the hotel. And as to how street parking is policed and charged. He may have another option for you too. You can contact Thierry via their website.
We had room no 9 at the front corner on the second floor, and had small views of the sea and cap ferrat. The windows are double-glazed and we really only heard the traffic noise, if we had the window open. The bar downstairs was fairly quiet when we were there in Nov 2014, so I doubt that will worry you.
We really enjoyed staying high on the hill at La Regence, and enjoyed the ambience in the downstairs bar, where many locals used to call in for a drink or a chat. Thierry and his mother Betty are great hosts and I'd definitely recommend a stay at this hotel, which is very affordable compared to The Welcome Hotel down on the quay. It's also in a great location, being right on the bus route for Nice and Monte Carlo. You won't be sorry you stayed here!
Also, venture a few doors down to Le Roxy Cafe, where the owner/chef Gerald & his lovely partner Elisabeth run a good old-fashioned hospitable restaurant. Great prices & delicious home-cooked food. Viva the Monzano Liqueur too!
