This is the oldest hotel in Guadalajara and it is located just a block from the Cathedral and all the sights in the Centro. The Tapatio buses for tours around the city and to Tlaquepaque and Tonalá board on the side of the Cathedral.

I don't remember when the restaurant opens at the hotel. But the hotel is in the center of historic Guadalajara and there are numerous restaurants within a couple of minutes walking distance (Avenida 16 de Septiembre) that open early every morning if the hotel restaurant is not open.

No. But then again I have seen few hôtels in Mexico with a safe in the room. Probably in the all inclusives on the beach.
You can probably store your expensive items at the reception.
