The resort is amazing for kids in all honesty, the staff at Pena Longa are the most interactive and helpful. Hotel transfers are extremely expensive so we used ubers for 99% of our trip, i would explain to concierge where we wanted to go and when the uber would arrive they would brief them.
Between the playroom, activities and playground I would be surprised if your kids want to even leave the resort. We went to visit the science museum, oceanarium (there is a huge mall close by for food and a cable car), Benifica Football stadium and Sintra (yes we walked right to the top) and the local people were extremely helpful. Be sure to wear no slip shoes around sintra as cobbled stones in the rain are a dangerous combination!
The hotel transfers all in all were the most expensive part of the trip, so we just kept to the airport transfer for peace of mind, rest assured the ubers are safe and child friendly - plus if they speak English you can find out about little hidden gems!
