Yes, the hotel has English speaking staff. You can take the Skyliner to get to the hotel, via Ueno. From Ueno transfer to the Ginza line and get off at Mitsukoshimae. Then transfer to the Hanzomon line and get off at Hanzomon station. The hotel is right across he Bancho gate of the Hanzomon station. This is a cheaper way than taking the Narita Express, and it’s faster too.
