There are several paved walkways up and down the quite steep inclines and thus I would say yes to your question, with the addition that it would be my suggestion not to try it by yourself. Having someone with you would be my idea of a good saftefy precaution as some of the paths are long and a good haul.

You might also - I think it is law in CA to have to describe any faciity as to what it is like - find the local website that will spell t hat out and describes the spot and see what it says.

The large completely fenced in dog run that we go to in the facility is flat with no barriers to entry and there is a paved walkway the full length of it in the center.

Many/most of the trails are paved to accommodate wheelchairs, though several are hilly. There are ample places to explore solo, but a few of the grades would most likely need a companion or attendant.
