I don't believe it is. However, the coastal trial is right below the restaurant, and IS dog-friendly. It's a great way to spend pre-dinner or a post dinner/happy hour walk. Make sure to head north if you want to appreciate the awesome sunsets we have! Signage is posted on all the beaches in SC, mentioning if dogs are ok to be on leashes.
If you want to take your dog on the beaches here, go to the State Park - make sure it's the paid-entrance beach, at the
south end of town
Pro: You can take Fido and he can run free! I'm not 100 on if dogs are allowed, but I see them all the time at Dogpatch (hence the name!).
Con: There is still least a $10 fee (and a typical wait to get in) at the guard gate entrance. If you have a yearly state beach oark pass, you don't have to pay.

Have never seen any dogs and the seating is pretty tight. There are tables outside, so maybe if you call, they will be able to help.
