Can I kayak anywhere in Monterey without a guide?
Do I need to get a permit to use public waters?
I have my own kayak, but am not a native to Monterey. I would like to be able to go into some of the sloughs, or anywhere I can see animals and plant life.
As far as I can tell you can kayak anywhere in the Monterey Bay you like; no guides and no permits needed and you can bring your own kayak. There is an abundance of wildlife in the bay and sloughs to see but you just need to realize that most of these areas are classified as wildlife preserves and you must respect the environment (especially any breeding grounds, etc.).
Unless you plan on doing a 'restricted activity' which is mostly only to do with motor boats, you can kayak anywhere in Monterey Bay without any permits including the sloughs like Elkhorn. Just be aware of the rules about approaching or disturbing any wildlife, especially sea otters and whales. More information at the NOAA website here:
