Not directly outside, but there are a number of multi storey car parks within 5-10 minute walk.
You can park down the sides if the Liver, Cunard or Customs House buildings
There are some metered parking spaces nearby and I believe the crown plaza that is close by offers some pay and display parking
Parking i Liverpool is becoming slightly difficult. For a fraction of the price that parking will cost you, both in time searching and monetarily, you can take the train from Runcorn into Lime Street. That is what I would suggest.
On road parking opposite the restaurant, side roads of the Royal Liver Building. You will need change for a parking meter.

I agree with the other answers except to add that the side roads of the Liver Building are free to park after 6pm but obviously get filled up pretty quickly. Other than that we move on to parking in Liverpool 1 and regard the cost as part of the evening out, as it is very convenient.
