I am traveling with a group of 10 family members on a cruise to Victoria. We arrive at 1:00pm and depart for Vancouver at midnight.

Are you coming in at the cruise ship terminal? Cruise ships dock at the Ogden Point cruise ship terminal, Its is in the southwest corner of the downtown core. Abkhazi Garden is a longer walk along the shoreline sidewalk (beautiful walk in nice weather.), I am guessing an hour walk one way. Taxi ride for 10 might cost $20 per cab. To see the entire gardens can be done in an hour.
How long are you staying in Victoria and how long do you want to be in the garden. The drive for for is not far and with my SUV I can do the trip in 2 rounds. (depends what time your boat arrives, the weather and where else you want to go.

Prince and Princess Abkhazi along with designer John Wade came together and created a garden that took over 40 years to come together on a beautiful property overlooking the Strait of Juan de Fuca and the Olympic Mountains.
We took the public bus to this garden. Ask at any hotel or the tourist building.
I don't exactly know as I am fairly new to Victoria. Best to take a taxi from the cruise ship terminal. Perhaps a bus would be alright, but I am not familiar with the buses or the bus routes, so best for yr people to take a taxi/taxis.
