Yes, it will be cold, so wrap up, but it is an experience of a life time so don't be put off. There are a lot of people there but it's very well organised. There are plenty of other things to see on Philip Island so I suggest you stay the night as the penguins arrive at dusk so you won't get away early, It's a 90 minute drive from Melbourne (the roads are good). Take the pressure off yourself - enjoy and then go back to accommodation nearby
