I have been to the Dam several times, this trip was brief to show my friend prior to heading into the desert to see Valley of Fire. The Dam is still an incredible site and was easy in terms of parking and access.

SURE, just take the Hoover Dam off-ramp from 'US 93' and then watch on the right (after the security inspection area) for the Bridge Overlook parking area to get an awesome look AT the dam and then continue on and drive OVER... More

That I am not sure about but I don't advise it because parking is not free. So to get in you have to pass through security and pay to park so it may be best to do the tour the day you are there or, as another reviewer... More
